World Building: Erde

jessara40kWell, I guess I've decided what I'll be using this journal for. I'm going to be posting any original fic I do here along with the world building associated with it.
This world is called Erde, and it has a single government ruling the entire planet. This government is called the Primacy and has very limited powers, mostly to mandate and monitor basic education, over the creation of purpose-bred and as a 'world police force' so to speak. The Primacy Armed Forces are the only militaries composed almost entirely of purpose-bred, enhanced to a degree that is illegal for anyone else and provideded with the very best weapons and other equipment available. Recently it has also been spearheading efforts to develop space travel.
Underneath the level of the Primacy are a large number of 'states', which are almost autonomous nations. The governing systems of these states vary from outright monarchies to oligarchies to republics to representative democracies, however the heads of state are all entitled to send an advisor to the Primate, the titular ruler of the Primacy, and they are also eligible for election as Primate.
A Primate will serve for a twenty year term - unless he or she dies or is incapacitated, in which case a new election is required and the deputy takes over for the year during which it is conducted. (Even in that case the new Primate can expect to serve a twenty year term, his or her health allowing, as he or she is required to step down as the head of his or her own state, on a permanent basis.) The only people who vote in these elections are the heads of state themselves, and their presumed heirs, and there are multiple ballots cast, while every head of state has the right to refuse to stand as a candidate.
There are multiple languages and multiple currencies in existence and use, and sometimes states even go to war with one another; the Primacy Armed Forces exist mainly to limit terrorism - including terrorism pratised by governments - and to remove any head of state found to be abusing his or her power and people.
The Primacy is funded by receiving 1 percent of all taxes collected by state governments, and organises all charitable transfers between states or for disasters sufficient to force more than ten thousand people to be evacuated.
